    Santa Monica officials are considering four designs to replace the 1939 era bridge, connecting downtown to the 100 year old pier. Officials regard the current bridge as antiquated, and desperatel in need of replacement. Over the years, a number of designs have been considered. In 1990, the council tabled discussions on it’s replacement, hoping CalTrans would provide the funding. That never materialized.   • Special Meeting on PCB Levels at Malibu High School

    A special meeting was held Thursday night at Malibu City Hall, to address the community’s concerns about PCB contamination at Malibu High School. Recently, the faculty, students and their parents learned that soil samples from the school property showed PCB levels some 37 times the level required to trigger Environmental Protection Agency (EPA) involvement.     The City of Santa Monica is considering a plan to allow dispensaries as part of a new draft zoning ordinance. So a wave of medical marijuana dispensaries that have opened up throughout Los Angeles in recent years could soon be coming to the Westside.     A passenger placed a radio on a seat aboard a Beach Cities Transit bus Wednesday in El Segundo, told the driver it was a bomb, and ordered him to drive him to Santa Monica, police said. The man, whose threat resulted in the closure of an El Segundo street for an hour, was arrested. His “bomb” was X-rayed and determined to be a harmless radio, El Segundo police Lt.
