Santa Monica Police on Tuesday released the surveillance photo of a woman apparently stealing a dog. The incident occurred on the afternoon of October 25 behind the Santa Monica Library. Tibor Mozes Ambrus, the dog's owner, had to leave the dog outside because the library only allows service animals inside.
