    Santa Monica Police on Tuesday released the surveillance photo of a woman apparently stealing a dog. The incident occurred on the afternoon of October 25 behind the Santa Monica Library. Tibor Mozes Ambrus, the dog's owner, had to leave the dog outside because the library only allows service animals inside.     New bike lanes, better traffic signals and more signs are just some of the improvements coming to Santa Monica after L.A. County Metro awarded City Hall $5.4 million in grants.
